The basics
What is a payment gateway in Benin?
A payment gateway in Benin connects your checkout to the country's payment rails, authorises each payment, and moves the money to you. Benin pays by mobile money first, so a working gateway leads with wallets and treats cards as the international add-on.
Three national wallets carry everyday payment here: MTN Mobile Money, Moov Money and Celtiis Cash. Cards matter when your buyers sit outside the country. UEMOA bank transfer covers the larger business tickets. A gateway that only does cards misses most of the market.
One thing is worth being direct about. The local French term for this product is agrégateur, and every provider in this market describes itself that way. Boldrails does not. We are a licensed principal. We hold the necessary licences required in the markets we serve, we acquire the payment, and we settle the money to you ourselves, through our own API. Nothing sits between your checkout and your balance.
Benin is one of eight states in the WAEMU union, so the rules and the currency here are the same ones that apply across francophone West Africa. Electronic money issuance in that union is authorised by the BCEAO, the union's central bank, which is why the wallets you accept here look different from the ones in an anglophone market next door.

That third row is the part most country pages get wrong, and we come back to it below. Cards are worth one more line: cards issued inside the UEMOA zone price lower than cards issued outside it, so your card cost here depends on where your buyers bank.
Search for the best payment aggregator in Benin and you get no straight answer, because nobody in that result set publishes one. We would rather answer it on the evidence than assert it. Mobile money interoperability changed how coverage works here. Since January 2025, following ARCEP Bénin's regulatory action, the wallet issuers have been interconnected with every mobile network in Benin. A customer on one operator's SIM can hold and use an account on another operator's wallet. The three accounts stay separate and each keeps its own registration, but wallet choice no longer follows SIM choice.
The BCEAO register lists a third electronic money institution in Benin, ID Money, alongside MTN and Moov. USSD is worth planning for as well: customers on feature phones pay from a dial code rather than an app, and that is still a real share of transactions.
Money movement
How does settlement and pricing work in Benin?
We settle in XOF, the West African CFA franc, to your bank account or to a mobile wallet. Collections and payouts run on the same integration, so the money you take in and the money you send out use one contract and one API.
Here is the fee frame, taken from what local providers publish themselves. Every figure below was read from the provider's own page or documentation on 2 August 2026, and each one is theirs, not ours.
Mobile money commission in Benin runs roughly 1% to 2%. FedaPay publishes 1.6% in its own developer documentation. kkiaPay publishes 1% to 1.9% on its own pricing page. Those two corroborate each other, which is why we quote the band rather than a single number. Cards cost more, and kkiaPay publishes the split: 1.8% to 2.1% for UEMOA-issued cards against 2.3% to 3% for cards issued outside the zone. That card split comes from one publisher, so read it as kkiaPay's pricing rather than a market rate.
The useful part is not the headline rate. It is the pricing model underneath it. kkiaPay's own pricing page layers a monthly subscription on every tier, from 1,000 FCFA to 14,900 FCFA a month excluding tax, while FedaPay markets no subscription at all. Two providers can quote almost the same percentage and cost a merchant very different money over a year. Ask for the model, not just the rate.

On timing: settlement depends on the rail. We settle in XOF to a bank account or a mobile wallet, and we confirm your schedule during onboarding. For comparison, FedaPay's own documentation publishes a maximum of 24 hours to a mobile money account, read on 2 August 2026. We do not print a settlement window we cannot stand behind for every rail on your account.

One API for MTN MoMo, Moov Money and Celtiis Cash
Done the hard way, each wallet is its own project. Separate credentials, separate contracts, separate go-live approval, separate reconciliation. Three integrations before you take your first payment, and a fourth if you want cards.
We collapse that into one licensed integration. One API, one set of credentials, one sandbox, one webhook stream, collections and payouts together. Rails switch on per account rather than per project.
Moov Money runs a USSD push confirm flow: the customer approves the debit on their handset before the payment completes. Your integration handles a pending state and a webhook rather than a synchronous charge. Plan for that in your order flow.

Regulation
Who regulates payments in Benin?
Two regulators matter. The BCEAO, the central bank of the eight-state WAEMU union, authorises electronic money issuance and publishes the register of electronic money issuing institutions. ARCEP Bénin regulates electronic communications, and its regulatory action is what interconnected the wallets in January 2025.
Now the part no English page states. Benin's wallets reach the market two different ways. On that same BCEAO register, MTN Mobile Money Benin SA, Moov Money SA and ID Money Benin are listed as electronic money institutions, while Celtiis Cash is listed separately, as a partnership between the bank BIIC and SBIN. Same market, two routes to issuing electronic money. Celtiis Cash is not unlicensed, it is licensed through the other route, and that distinction sits on the central bank's own register.
A note on reading that register: the French page is dated 28 February 2026 and the English page 14 March 2024, and both list the same three institutions. Treat it as a living document and take the French page as the current one. Celtiis itself is Benin's third mobile operator, launched in October 2022 through the state-created SBIN.

Where the local providers beat us, plainly: FedaPay publishes a lower headline rate than most and charges no subscription. kkiaPay is the only provider in this market publishing a full itemised price list, which is more transparency than we offer on a public page. Both are established Beninese brands with far more recognition here than Boldrails has.
Two of the global providers ranking for this query are worth checking against the market. Novalnet's complete supported-methods list for its Benin page contains no mobile money at all, in a country where mobile money is how people pay. Zota's Benin page lists Vodacom M-Pesa, Airtel Mobile Money Tanzania and TigoPesa, which are Tanzanian rails, and none of them operates in Benin. That is a coverage observation, and it is the reason a country page is worth reading closely before you integrate.
